Our client is a Fortune 500 company that provides managed care services to government-sponsored health care programs. 
 
RELATIONSHIP
This position reports to the President, Hawaii.
 
SPECIFIC RESPONSIBILITIES
The Market COO will be responsible for driving and shaping the strategy for a regional health plan, establishing the financial and network development strategy and driving overall profitability. This executive will manage a team of 40 individuals and will be responsible for network development, finance, sales, operations, and customer service. He/she will be tasked with supporting the business through effective medical management, finance (including revenue reconciliation and medical economics), compliance, and quality through effective network development and contracting, provider relations, strategy, policy, operational planning, execution of work processes, and government relations. 
QUALIFICATIONS
Qualified candidates will have a proven track record of success overseeing a significant sized health insurance industry operation with a strong foundation in network development. Additionally, qualified candidates must have the following:
DDD Minimum of five years experience in managed care with government experience (Medicaid and Medicare) and a minimum of three years at the senior executive level. Experience with long term care programs is preferred but not required.
 
DDD Minimum of five years experience in network development with strong familiarity with the following: basic interpretation of actuarial input and managing SG&A, reducing medical expenses, medical economics, revenue reconciliation, modeling provider networks and managing hospital fee schedules. 
 
DDD Broad knowledge of the managed care industry and proven experience leading governmental programs is strongly preferred. 
 
DDD Prior experience managing a team of at least five direct reports in varied job functions. Proven leadership ability in managing large teams to achieve proven business results, and ability to mentor and develop subordinates. 
 
DDD Experience leading effectively in a matrixed environment and collaborating with other departments to work towards a common mission.
 
DDD Demonstrated experience in strategic planning and development, as well as extensive experience in provider contracting, network development or business/market development. 
DDD Prior track record of working in “hands on” environments in growing organizations. Entrepreneurial, with a strong motivation to build and drive progressive policies and procedures. Experience building a network from scratch in a new market, as well as experience working in a well defined market with established processes is preferred. 
DDD Experience building or managing a provider network with expertise in provider contracting; proven successful track record managing contracting professionals. 
DDD Powerful leadership skills with a vision and understanding of the future and subsequent changes required to meet business needs.
DDD Has a demonstrated track record of success utilizing problem solving techniques to drive process improvements and sustained corrective actions. 
DDD Has demonstrated success as a project manager, balancing multiple and shifting priorities. Extensive experience managing multiple projects simultaneously.
 
EDUCATION
Bachelor’s degree in business administration, finance or a related field is required. A graduate degree is preferred.
 
COMPENSATION
The selected candidate will receive an attractive compensation package, and will include a base salary, annual target cash bonus, and participation in a long term incentive plan.
