| RELATIONSHIP |

This position reports to the Senior Recruiting Manager, Analytics.

| |
| SPECIFIC RESPONSIBILITIES |
|
|
He or she will be responsible for:
|
|
 |
Serve as a senior member of the recruitment team. Recommend and lead the development of key annual employment objectives, programs, initiatives, metrics, and strategies. |
| |
|
 |
Develop and implement a recruiting strategy that aligns to the growth of the business and includes strategic sourcing strategies, talent management, data driven measurements, and quality assurance metrics that demonstrate return on investment (“ROI”) of the function. Develop a business plan and budget as well as forecast and manage to an annual plan. |
| |
|
 |
Partner with market leaders in the Intelligence and Operations Analysis business unit to ensure recruiting goals are being met and frequently updated to meet future demands. |
| |
|
 |
Integrate best-in-class selection and assessment strategies into the recruitment process that will help Managers hire, coach, and retain hire performers. |
| |
|
 |
Track recruiting metrics and continually evaluate results and costs to assess effectiveness and identify improvement opportunities. Lead preparation and execution of innovative and cost-effective recruiting strategies and plans to meet talent objectives. |
| |
|
 |
Refine and manage consistent recruiting, interviewing, and hiring processes (including acute management of agencies, other vendors, and contingent workforce) that support a highly positive candidate experience and the recruiter or hiring Manager’s efficiencies. |
| |
|
 |
Develop and maintain sources of hires including employee referrals, internet, web-bots, diversity, executive recruiting resources, university recruiting, and professional groups. |
| |
|
 |
Lead, orient, coach, mentor, and manage staffing resources. |
| |
|
 |
Support business leaders in assessing pipeline and projecting talent needs. |
|
| |
| QUALIFICATIONS |
|
| Qualified
candidates must possess the following: |
|
 |
A minimum of seven years in the recruiting or staffing function in a corporate environment within the intelligence sector. |
| |
|
 |
At least five years of management experience successfully leading a recruiting or staffing function including: attracting, hiring, and training and development of the future leaders of the organization. The ability to hire “A” players, and motivate and develop people. |
| |
|
 |
Has direct experience leading and managing a fast paced and best-in-class recruiting and staffing function on a national level (or a large division), ideally in the intelligence industry. Specific experience in strategic staffing, analyst recruiting, and sourcing strategies. |
| |
|
 |
Three or more years of experience participating in the design, implementation, and execution of enterprise-wide strategy initiatives within an organization. |
| |
|
 |
Proven experience developing a sourcing strategy and measurements to quantitatively assess effectiveness of recruiting strategies. |
| |
|
 |
Experience building and leading a large divisional staffing and recruitment function incorporating best-in-class recruitment processes (applicant tracking and reporting) and metrics (cost per hire and time to fill) that delivers top level talent and a superior candidate experience. Capable and experienced user of data to drive decisions and influence stakeholders. |
| |
|
 |
Proven success collaborating in a highly complex and matrix-based organization, to include success at change management, influencing, relationship building, and people leadership. Demonstrated success in a dynamic, frequently changing, and geographically dispersed environment. |
|
| |
| EDUCATION |
|
BS or BA is required. A Master’s degree in Human Resources or Business is preferred.
|
